I wouldn't pass on a tenant with a 649 because one time, two years ago, he accidentally missed a payment on a Target credit card because he didn't realize his auto-pay wasn't property setup. 

While there are some deals to be had, I think you are going to be very hard pressed to find the deal that you speak of in the Collin County/North Dallas area especially under $200K.
