It varies by HOA but most that I have been involved with do not allow anyone but Board Members to attend regular meetings.

My initial thoughts are this:- the closing costs seem a bit low, but they certainly can and do vary from lender to lender- the rehab budget ($15,000) seems a bit low to gain $121,500 in value - it is certainly possible, but you have to think, why has no one else jumped on this opportunity yet? 

They'll want you to have some skin in the game (~15% of purchase + reno) and you may have trouble if you've never done a flip or BRRRR before.My gut tells me this doesn't work as a BRRRR, rent is too low.

We won't buy something just to have something and are still absolute rookies at this real estate game, but sometimes I bite my tongue and want to say "F-it, lets GO!" 

Land doesn't depreciate, so your $10M property must have a certain value assigned to land generally between 10-30% varying on property type and location.
