Your true intent is something only you will know.You are certainly entitled to be compensated for your labors, what you labor at and the reason why you do it may not be about money being the primary goal.Is serving in the military just about the money, does a minister run his church because it's just about the money, does a firefighter answer a call just for the money, or does a cop find a lost child because of money????

I would also put a clause in any contract that states in expressed terms that permits are to be pulled by the contractor and evidence of them being closed prior to moving to the next phase of the project.

I think the military retirement/RE investing career is a powerful 1-2 punch because we pick up the time/freedom of a pension large enough to cover basic living expenses and benefits but are young enough to still have a longer term outlook.
