You are right that if you create an economic incentive to return your property dirty you're going to be "underwhelmed" by future cleanliness at turnover a lot more often :).Sounds like you have a good model that is working - don't change it over one bad apple.

It is not a good business model, and at some point the money they hemorrhage every year will catch up to them and they will be out of business, or need to move to a different business model.

I use a pretty simple model for the debt I carry:If any particular debt is at...say 4% and I can put my available funds into anything that nets me >5%, I carry the debt vs. paying it off.
