So it's back to the drawing board and looking at other areas in Brooklyn like Cypress Hills and East NY (which I was kind of avoiding). 

Fresno may be your best bet as there are a lot more wholesalers there and a much bigger pool to draw from. 

Investors in our area always talk about how they receive many emails from wholesalers who they either never hear from again or just send properties that are listed on the MLS. that is why I think finding a good deal will draw their attention more than any email/letter, no matter how well it's worded. 

So if you have to evict a tenant, you will be in negative cashflow territory (i.e. all your rental profit is gone) but with rent to own, you have enough reserves to draw upon(because of the $10K upfront) and you will still make money.However, you have to do rent to own in the right way.

So, you can find an escrow company you want to work with, and have them draw up the offer for you.

Hopefully you got great pictures taken with each property and your realtor is out doing open houses and such to draw greater attention to the properties.

If they create something along the lines of the Orenco area, I think it will draw a lot more people closer to that section of town as well.
