I would imagine that once you set up a payment plan with them, they will turn on the water for the plumbers to do what they need to do.Not sure on the regulations on this but Id also see taking the tenant to court for the balance due on the water bill.Best of luck!

Great to see folks with an interest in "rough areas" - most people don't even think twice about them. 

I would start with a duplex that you live in, three-flat at the most.

Not much wiggle room here, other than asking to not escrow (this will likely cost you).Your FICO is below 680, so it wouldnt surprise if you're also buying down the rate with points.
