VRBO does not monitor payment 2 or 3.

I would think you could estimate all the unknowns with some area market research and a few thorough inspections of the property infrastructure and MH's.

Richmond has many, many things going for it that is bringing gentrification: proximity to a diverse pool of jobs (and not dependent on tech), infrastructure going in (Richmond ferry terminal), non-profits building affordable-housing (the good kind), old HUD and Richmond Housing Authority properties are in the long-process of being torn-down and sold off so that ugly lots and abandoned houses will eventually be revitalized. 

Massive infrastructure 2 lanes to 4 4 - 6.

There are usually some good, local investors that monitor those forums.

If the infrastructure is there and the upgrade won't be too complex or expensive and you can get higher rents, then go for it!

I kept monitoring it over time on credit karma just to see my progress.
