I THINK homeadvisor has a function where you put out a job and contractors bid on it (and you can accept or deny the bid)

Once you have a short list, get an account with each one and run them through the wringer to see how they really function.

I did this a little over a year ago and learned enough to feel comfortable with how the program functioned. - If you talk to the folks at section 8 I would not take their guidance is gospel.

The accounting function is often isolated from the actual day-to-day management.

Currently at 500 units so pricing is not an issue as much as functionality and features.

Traditionaly, anything in RE has been a licensed function so the first question would be do you have one.

Finding someone who has complementary skill sets, shares your values/goals, and is willing to communicate openly are (in my opinion) the cornerstone of a functional partnership in any area of life.

However, if the other items are functioning such as the appliances, windows, HVAC, roof, etc.. 

Make sure everything is functioning properly; is safe; and is clean...VERY clean, including windows!
