I would want to look at the population in a 1, 3, and 5 mile radius from your project site. 

I'd want to see three recent (last 6 - 12 months) projects he worked on and look at the numbers.

ALSO WHERE WOULD BE THE BEST PLACE AND THE EASYEST PLACE TO GET FUNDS FOR MY PROJECT.

Since the townhome was move in ready, my fiancé and I have spent the last 7 months doing smaller rehab projects (staining decks, popcorn ceiling removal, kitchen backsplash, new paint and bathroom renovation).

There are ways around this for sure, but will require a lot of trust on behalf of your partner since he will be putting money into a project that he is not on title for.
