I'd be asking the city how they are going to fund the employee(s) who will be reading all the inspection reports and making decisions and sending out letters and following up on needed fixes based on the inspection reports - we're talking some serious staff hours to do this.And I'd be asking them about turnaround time.

They will cease to issue as many vouchers, lay off staff, stop allowing exceptions to the FMR for tenants with special needs, etc. but the rules governing payments and their calculation are in stone.

The one CAM property manager I spoke with said the fee is for the maintenance staff to put out traffic cones for the moving truck parking, and to offset wear and tear on the asphalt from the truck.
