Your best bet might be to finish the basement, if the numbers work, or market directly to insurance placement agencies and travel medical professional staffing agencies to secure higher rates. 

I’m not familiar with other major cities in Ohio but found some interesting ones close to the university and medical center in downtown Akron and Dayton.

So from the way you described it to me, it sounds like there's 3 layers of insurance.Layer 1: Landlord/Rental property insurance w/ minor medical coverage Layer 2: GCL with $1mil+ coverageLayer 3: Umbrella Policy with another $1mil+ coverageSo to get to the umbrella policy they have to eat through roughly $1mil+minor medical coverage from landlord insurance + GCL. 

It is a single medical condo inside of a shared medical building.

There also are a lot of medical student doing their residency in the area that are looking for SROs which is good for times such as now where student housing may not be doing as well.
