Like John says it depends on your market. 65-70% of ARV is ideal but in some markets it doesn't exactly exist and in others people will tell you they buy even lower than that.

I had my roofer inspect the joists to make sure it was solid when the roof was changed, infact it was them whom suggested I use the existing framing to save some bucks.

For the short(er) run, you can remove the tile and lay heavy plywood (3/4" or 1") on top of the existing sub floor - and shim to level.

A judge may decide that they are entitled to some discount of rent for the time that the violations existed but we are talking about a month or so at the most and it sounds like the violations are minor so they have a weak case.
