Like John says it depends on your market. 65-70% of ARV is ideal but in some markets it doesn't exactly exist and in others people will tell you they buy even lower than that.

Maybe first off, check your existing portfolio to see which property already has the most equity and/or worst rent return ratio, and flip THAT one?

A hotel can exist without those amenities and not all hotels even have them. 

If you need to, pledge the existing property, wait for a better price, then sell.

For the short(er) run, you can remove the tile and lay heavy plywood (3/4" or 1") on top of the existing sub floor - and shim to level.

A judge may decide that they are entitled to some discount of rent for the time that the violations existed but we are talking about a month or so at the most and it sounds like the violations are minor so they have a weak case.
