For the gas utilities, assuming the mechanicals are in the basement, it's pretty easy to re-plumb heat and hot water appliances from the third floor meter to the second.

Just a quick overview though -- VA Loans are intended for Veteran Owner Occupied properties and have several regulations.

I think now with the new banking regulations you would be hard pressed to pull this off, but loopholes can exist.  

The house is 3 level but the basement is not finished, it has a walk-out, electricity and AC, plumbing rough-in for full bathroom - in fact it used to be a fully finished basement but everything was told bare due to water damage a few years back.

I would need licensed sub contractors for electrical, plumbing, HVAC, etc. if I were flipping/renovating and had building inspections to deal with.Some would suggest you obtain a real estate license for REI and others would say it is not necessary.I am unfamiliar with OKC laws.  

We will be filing this offering with the SEC and complying with all regulations.

All we had to do was give a layout of space, measurements, where plumbing rough is was to be located and in each room and was a snap for us..

Currently I am working with an agent and looking to acquire my first property with intentions to rent the home out, however before I purchase I would like to get more insight on the rules, regulations and responsibilities of being a landlord.

(so figure the pool resurface and also the pool decking) Watch out they don't damage the pool plumbing when they do this.
