Can anyone assist with the process on getting started, permits that need to be pulled, new construction builders, etc.?

Doing a rehab like the one you mentioned requires a lot of permits.

I’ve gotten the permit with the town, rental dwelling insurance, and am changing my address back to parents home for the time being.

Here are the details:-He owns the lot free and clear (existing single-family house on it with renters)-He hired me to design a 4-unit Apartment Building for him on this lot (new construction)-We got 90% of the way through the Planning approval process, only a few hoops to jump through there to finalize the approval-The Design and Concept for it is Approved and the owners wants to build it, but his financing feel though when his investment partner had to step away-I have no money myself to invest in this, but I do have the skills/ability to finalize the plans needed to pull the building permit.

They have you a permit with no survey?

The distribution box is present and the field permit shows the field under the tall trees. 

They also taught him to drive, without a permit.

A 1/2 acre of land with well, septic, & power with an old mobile home and permitted 700 sq ft on slab addition.

Be aware of any local ordinances that may apply (room taxes, permits, etc) Also, laws are continuously changing regarding str's so the bail out plan would be to convert it to a long term.
