I am open to investing anywhere in the US, but I prefer turnkey, single-family homes in the 100-200k range. 

Hoping that the new value will be in the 150k+ range and that number seems very conservative given the value of the other homes in the area and their sale price.

I don't see what the advantage of the refi would be...A range of rent between $600-1100 per month in a 4-unit is a bit staggering...

If not, I would raise your min price range a little bit. 

I am looking to have the same thing done on my duplex but the quotes I am getting are in the $3400 range.

Comps (renovated) range from $750K up to $900K. 

If the rent were the 1st thing they saw and "Utilities included" was put at the bottom of the listing, a lot of people would not even read the rest of the listing if they think the unit is out of there budget range.

There were some interior updates done previously (updated kitchen, flooring, windows), but much better than many in the price range.
