After some research in Real estate I noticed my area is not a huge application area.

Those applicants will rarely have good credit or consistent income.  

Similarly, the County makes no warranties or representations as to whether the property is buildable or developable, nor does the County make any representations regarding whether the property complies with applicable zoning regulations.

I had what I thought was a good prospective tenant and they forgot to sign their application and forgot to fill out another small section of the application.  

The first person that showed up wants to enter an application with a lease that starts September 1st, another person showed up right after the first person and wants to rent starting August 15th, do I need to process them in the order received or does the person wanting to rent August 15th get the first chance at renting the townhouse?

My areas have enough applicants that I can find a candidate that meet my criteria without having to accept someone with a spotty history.So the question is, what is your demand?
