An appraisal is the only thing you should ever pay for before you close the loan.4) After the appraisal comes back you will get a document that outlines the amount to be borrowed and all fees that will be relating to the loan (I would suggest to ask for an example of this document when you are searching for an HML so you will know what fees are going to show up).5) Close the loan with title company, typically chosen by the seller 6) Begin work and make draws on any repair balance.

So in the case of you two, a hidden (new to both of you) cost has come up to bite someones cashflow.But Your contract is "Hazy" regarding ballasts and bulbs, and fixtures, so it seems to fall to you to decide what to do, while keeping in mind that drawing a lawsuit over this might be more costly than the replacement.

It's a noble effort you are undertaking here for sure...auditor data is "open" now and most have a very good interface with GIS (check out MapBox or even Power BI)...odds are high that county auditors in these locations are on the same platform...they will have neighborhoods defined by "codes" you can use to define areas...your auditor will also have a "reporter tool" (more than likely) to draw down csv files with the data you need...since you are an agent, you'll want to overlay your MLS data for a complete picture...That said, you can draw neighborhoods with the MLS map tools, pull closed comps for specific neighborhoods and do your analysis from there...our MLS has a data point for rents...this is the only way to see "market rents"All this is a moving target and requires a lot of attention to cleaning and updating your data to stay accurate...

You will want to understand any loan fees, estimate cost to close, prepayment terms, what needs prepaid, what the draw schedule and fees are, reserve requirements, etc.
