I'd screen the tenants the same way as I screen the property and just let the seller know that if they have bad tenants in place, either the offer goes down by $X-thousand to compensate me for the inevitable chaos, or demand the property be delivered vacant at closing .

Usually they will charge you a minimum compensation per deal that is closed, but they can do the paperwork, closing coordination, walk throughs, coordinate inspections, etc.
