Really should not effect your assessment of value but could influence how likely your offer might be accepted.If you can estimate the repairs well and you feel good about your ARV you should know what you are willing to spend so just get out there and make an offer!

Tax rate around here is around 1%...if you purchase the property, the assessed value should equal the purchase price...even if taxes are 2-3% you're looking at 800-1200.
