Baltimore is a tricky market, some of those lower prices properties aren't the deal they appear to be.

Rents appear to be safely over  $1500 on small SFH in these areas and taxes can be found under 5 even 4.

Something you might take away from your experience is that, despite a hard loss, it appears you possess a natural interest and affinity for this business.  

But, I would bet a quote at 518k (or even 450k) would be basically equivalent in price if not possibly higher than your hypothetical 625k with an admitted carrier.
