They "over-book," and deny "overflow" loans at the 11th hour 3 days before CTC, they're only actually funding the sexiest loans, according to their internal non-transparent criteria (maybe they are looking at something like median income trends in that zip code for the last 10 years, just to pick something it wouldn't even typically occur to you to check for).
