Look locally and search Zillow, believe it or not, the pre-foreclosure designation that you see on the site on a property means that a person is delinquent on their mortgate payment (granted no site is 100% fool proof). some of the dialer services like Red-x or Mojo may offer you lists and contact info as well, but I find that the phone numbers they provide often don't work

@Andrew ChungI've worked with these programs before and yes they do exist.Typically what happens is a developer received a grant from a Housing Finance Agency or Community Development Corporation (CDC) to build affordable homeownership units.

I don’t know that “pool wires crossing city lines underground” is necessarily an “encroachment”....as this is likely an easement or right of way granted to the city, not city owned property.
