Have had two plumbers tell me they can pull the permits needed and do the engineering needed to make sure that the county will approve whatever we do. 

I called the person who installed those risers who does class H inspections, and he stated that when he searched that property to install the risers, that there was no permit on file for the septic system.

We plan to do most of the work ourselves and hire out contractors for the few items that will require permits.

I got excited at the prospect and was trying to rush into it.

I've noticed some zoning areas specify the number of units that are permitted to be built.

I already have 3 waiting prospects to rent that house.

That being said, what do you plan on doing about your vacation rental(s) when your permit is phased out?

In CA, new assembly bills just passed which made it legal to rent both the main house and the ADU, made the ADU permit process have to be completed in 60 days or less, granted single family zoned properties to be able to build not 1 but 2 ADU units and also allowed multi family zoned properties to also be able to add an ADU (which was previously not allowed in CA). so I suggest you check with your local building and safety department to see what you can and can’t do.One play, as a suggestion, and if legal in your area, would be to buy a property and add the ADU unit to create more equity and cash flow.
