My question is whether the 2% cap on seller credit applies to credits (rate buy down cost, closing costs etc) only applies when the credit is coming from the seller?

It is, but its what we get when there is no state wide cap on tax increase on a regular basis - THIS is what needs to be in place to prevent the surprises.

I like to have my numbers nailed down to an almost exact science, and having an insurance broker that is quick to return emails/phone calls is essential to accurate property evaluation.

A few suggestions: I get the "country" feel (which you nailed), but not the wine part.

We looked at the property and decided against it. 1) There was evidence of extensive rot behind the wood siding2) The pool equipment was clearly not functional (pieces missing) 3) Interior reeked of pot4) Floating laminate floor was face nailed and screwed down with deck nails (assuming it was installed under the influence) 5) High power lines bordered the back property line6) A three building, 4 unit complex came on the market at less than twice the price of this house.
