You can drive the area surrounding said property and look for rehab projects that are in progress, or finished projects that are currently listed for sale.

Use the rents on the tenant units to cover your bills for the next 3 yrs until you move out and rent out your last unit.You will have to be So Extremely Very Careful and diligent in your property and financial evaluations to be safe.  

I did my first two in the past 12 months but there is more to making progress than just the units.  

There is typically some type of property evaluation fee they charge so they can do their homework on your deal (300-1000).

I doubt that Senators and Congressmen can survive a re-election supporting a policy that allows for their constituents to be thrown out on the streets.Most Section 8 agencies are run at the state level with funding from the Feds - it will take some time (at least two years) before the dust settles if it does happen....but I doubt it will happen.....but as with any law, the courts have to evaluate the legislative intent. 

I am in the process of contacting pre-foreclosure owners in Chicago and needing someone to visit properties in the future to evaluate its current value based on repairs/condition of the house etc.I will pay a flat fee if the sale is successful.
