Of course you have to abide by state and local laws, as well as whatever judges in your area think is "fair" if it ever goes to court, so my first goal would be to learn the law on late fees inside and out.

I do see other landlords saying that part of their screening involves judging character, the tenants' cleanliness of their current house/car, or just going with a "gut feeling", and all that seems rather subjective but that is what you have to do, right?
