I would call the property's Zoning and Real Estate Departments and ask everyone what is allowed first, and then ask about the different options you are weighing.

Often times the number of LTRs are limited to a percentage of the total number of units in the building and if that number is reached there is a waiting list.We have both the Garden District and the Lower Garden District... both are nice and can be quite expensive.The Department of Veterans Affairs utilizes a series of Minimum Property Requirements, or MPRs, that a home must meet in order to qualify for a VA loan.

In one case I had to redo a stairwell, add additional insulation and add support to an existing deck because I was changing more than 50% of the structure in the conversion.I wouldn't advise against doing it but just understand what your Zoning department is going to require to do it correctly.
