I think its less about laws and more about the bottom line.

My county does not have the info available on line.

If the water smell rotten, it has sulfter and I believe is only curable with a carbon filter system of some sort.If it is just brownish in color, like suggested previously use an in line water filter BEFORE the air pressure bladder.

stuff like that happens all the time - bottom line is you don't know the details and by that deal not happening, you probably saved yourself a lot of money.
