Did you have your broker post any reports that prove the mold was remediated?

I have seen several posts here in these forums of people who went with vinyl plank and tenants below complain about hearing every step. 

A roof replacement or other large systems in a multi-family building is going to be very costly...Not sure what the point of your post was.

Get an approval letter from a hard money lender or a bank and post a non refundable deposit that in the event the deal doesn't go through the money is forfeited to the foreclosing lender.

I'll keep calling around, but I thought I'd post here to see if anyone has any suggestions.
