The only reason for this to even be remotely acceptable is if you are frequently out of touch for some reason and even them there should be an agreed upon price range.

I do not go down the stairs into my basement frequently (maybe once every 2 weeks).I assume the property does not have central air.

These are high-end commercial linoleum which would normally sell for $75 - $100 yd^2 ... and since the original customers are frequently hospitals, medical clinics, day cares, retirement homes, the linoleum tends to be more "fun" than the hordes of vinyl sheet that tries to look like stone, wood, something-else.
