The City of Detroit is really enforcing more strict rules in regards to the up keep of a property.  

This is ultimately defined by FNMA and HUD who rule over everything when there's a lender in place. 

With a judgement this is fairly simple, inexpensive and is often a automatic ruling based on the settlement.

@Brian Comiskey I tried to list the ones I like and a few others that I have heard good things about but the post was against the rules and taken down. 

Also, is anyone familiar with the term "rule to vacate". 

What you will run into more though is that the bank/lender will tell you "no", because it is in their rules, not Fannie's.

So once( and if) small claims court rules in my favor, I will contact their employers and set up a pay garnishment and have the money deducted on the monthly basis.   

I would consider lowering the price or offering some bonuses like 50% off the second month's rent to make your property stand out from the crowd.

One thing I’m confused on is the calculation of the 2% rule.

This is also the notice period for terminating a written lease for anything other than non-payment of rent (unless written lease says otherwise).If you are going to play the game (landlord-tenant), you should know the rules.
