And then renegotiate with a new lease.I could instead add it temporarily to the 'common/landlord' panel, but that will probably require a panel upgrade, which is going to cost more than a few hundred $$.Do you have any suggestions on how to handle it?

Coverage will vary by local, city, county, state governments, but some examples might include requiring sprinklers, upgrade electrical wiring (older homes can have aluminum wiring which isn't used often anymore at least in CA), electrical panel upgrades, insulation / energy value requirements, different fire place construction

If there are no free events, I would try to go to one of the panel events - especially if there are ones for infill development/adaptive reuse.
