Basically, you're saying your intent is not to move in, but with owner-occupant loans for lower downpayments, you will sign a statement certifying your intent is to occupy the property.

Also, agents will use lots of disclosures for the buyer to sign to acknowledge what the constraints are.

I've done quite a few 1031's and each time I had my three targets already picked which means they were less than two weeks from being signed when I closed on my downleg. 

I went to sign up on the advice of a friend and realized I had signed up 11 years ago and never used the site.
