Egress issues will have to be considered, as will separate entrances. 

Applying it here, think of it this way: if you knew how to make $10 million in real estate, would you spend your time collecting up $200 entrance fees from a bunch of people and then tell them about it, or would you just go and make the $10 million?

I think you would have to put the third bedroom somewhere else if you want to make an entrance to the house from the garage.

ADU laws are typically meant to promote adding an in-law in the back yard or sometimes by adding a 2nd entrance at the side of the existing structure.

If you do have permission from your seller/landlord, and local laws permit your short-term renting, I would recommend you create a separate entrance to this upper level.  

(Most of the 4plexs in Elizabeth, that I looked at are mazes) meaning.. for example behind the door for unit 3 had a hallway with two doors.. one door had an entrance to a 2 bed 1 bath with a kitchen.

A 8X8 deck i need installed attached to the sliding doors. and the stair well entrance will be painted as well. 

It is not a investment property, it is primary residence mortgage I want to apply for.When I looked at some houses with addition (permitted, not garage convert type)  that has a separate entrance that could be rented out.
