Needs very little work but the gas has been disconnected and meters removed, and there's some minor plumbing required for the forced water heat in the basement.

Yes, always check first that the fuel source is not disconnected (or too low if oil or propane).Another odd one can happen on the high efficiency direct vented units; with those, on a windy day, things like loose paper or plastic bags can blow within close enough proximity to the air intake pipe, and then get sucked into the intake pipe and blocking the opening.

The 200amp would be the MAX the meter can manage and as noted the MAIN disconnect (usually at the top of the panel) will enforce the usage to or below whatever it shows on the switch.btw:  the 240v is INPUT and the 200A is max passing thru the meter.
