@Tony Salemi I agree with you for the most part the property manager SHOULD know these things and would absolutely confront the PM if it was their usual contractor.

As far as speaking directly with the neighbor, I'm trying to avoid any sort of confrontation with her - both my wife and I are already on edge and want to chew her out for trying to duck out of it, but that wouldn't be a very nice or neighborly thing to do even if she is moving out.

I will over look small things to keep good tenants.If you confront them, they may just pay a pet fee (which you could lower for caged ferrets) if your ok with that.

I've been spending more time taking notes about what I see when I go into the basement, as this helps me make an itemized list of construction issues I'll likely need to confront- IE exposed wires, moisture, pipes that don't connect, panels that aren't set up right.
