Hey @Chi Lo - I actually have a video on my YouTube page about this (lookup ClosedByMo on YouTube).Regarding walls being damp and waterproofed, it means there needs to be waterproofing on the basement retainer walls (this is something you can do post-construction and the contractors would need to dig around the house exposing the basement/foundation to apply the waterproofing). 

Keep in mind my comments were given with only knowing the details you provided in a post so I don't want to come across as a know it all. 

It may be more helpful to post this message in one of the Vermont forums. 

I didn't mention it in the post, but I am forced to move because of military orders.

Any law that tries to do otherwise conflicts with sb13 and ab2533 (unless the unpermitted units was created post dates of protection by those laws).i agree he should get it permitted especially if close to the price quoted, but issues due to unpermitted units that are protected be sb13 and/or ab2533 present minimal risk and if it does happen get HCD to assist in any issues. 

For example how many post do we see that Say I live in LA which is expensive and need to look OOS .. and how many post do we see that says I live in Cleveland and I want to invest in LA. ???
