As a landlord, my preference is a small dog whose bark is disturbing the other tenants or the area in general,  but I wanted to get y'alls perspective on the sentiment concerning ESAs in DC.Aside from the above we've started our apartment search so any recommendations would be appreciated.

They are still subject to common animal rules (no barking, on a leash or under owner control outdoors, clean up after them immediately, etc.)

In other words, with this letter, you should show enough teeth in the bark that they'll fear the bite, and hopefully throw you a bone (at least part of what they owe).Since you're already in possession of the property, you'll want to discuss with your attorney how to take them to court and get a judgement for the money they owe you.
