After work was complete, the inspector came back through and issued me a certificate of occupancy as a rental property -all up to code!

Did you do a survey or improvement location certificate that shows the encroachment? 

You can basically flip that contract, but the State requires that their tax certificate be issued to whoever asked for the price quote. 

I’m unable to reach the tenant via phone or email and I want to access the property to get a certificate of occupancy and to document the condition of the property.Can I just go there with the police and if no one answers the door bust it open?

If so, is there a certificate of habitability?

Theres a couple of certification agencies that are national. irem.org and there's a swecond that escapes me.

The key is to look at your Certificate of Eligibility (COE) and see the dollar amount of your remaining eligibility.
