Traditionally I recommend a house hack combined with a BRRRR, but your capital is low and I have concerns about the current RE market and associated cash flow.  

By doing so, I can maximize the returns from each deal while minimizing costs associated with marketing and due diligence.

I doubt they'll be able to do too much though, the threat of the State Legislature stripping away local limitations on STRs is top of mind. 

Maybe have the central storage closet be tornado resistant, or create a tornado resistant mini basement for regions with tornado threat.

You can likely obtain a form lease from your state association.
