@Aaron GarbadeBuying a 3-4 unit with FHA, including FHA 203k, the property must pass the self sufficiency test meaning that 75% of the market rents for the 2-3 units you will not occupy as your primary residence must be sufficient to pay the monthly Mortgage payment.

The tenant with the thermostat must be told - in writing - that the temperature should stay within a certain range to ensure the second tenant gets the appropriate amount of heat.You can also look into installing a "smart thermostat" like Ecobee and setting limits to the hit so tenants can't put it above/below certain threshholds.
