Federal guidelines, but local decision making, which can vary from the guidelines.I'd go (phone calls in most places are impossible) to the local office (county or city) that administers the Section 8 (sometimes called housing choice, or just "housing voucher") program and ask to speak with a senior counselor.

Originally we were going to go with TenantCloud, but their payment service Dwolla, doesn't service non-US citizens and we have a few tenants who are here working in the hospital nearby through work Visas.

Title is issued at the time of the foreclosure commencement (TSG or Trustee Sale Guarantee here on the West Coast) so, any liens show up before the notice of sale (Or judgment for you attorney states) and are dealt with then (Dealt with in the sense that if they are junior, they are noticed that they will be wiped out in foreclosure if they don't pay the senior off).
