Could be those past bills were estimates and you now have an actual reading that “catches up” on past bills that were too low.Another thing is tenants running extension cords from hallway receptacles to run space heaters inside their units.If you have radiators, you want to keep heat on so that they do not have any potential for freezing up, but you don’t have to keep the temperature higher than say 60F.

Landlords mistakenly ASSUME all PMCs offer the exact SAME SERVICES and PERFORM those services EXACTLY THE SAME WAY, so price is the only differentiator.So, the first question they usually ask a PMC is about fees - instead of asking about services and HOW those services are executed.This also leads them to ASSUME simpler is better when it comes to management contracts.

The entire thing was something someone decided to just cut the old trusses and plop and new set of extensions onto those trusses that was much bigger on without any knowledge of load bearing to the floors below.
