Even if you were to put 20% and avoid the PMI/MIP, the Family Opportunity Mortgage program may still a beneficial program for you, because you would be getting rate and terms similar to a primary residency, not a second home/investment property. 

I say “currently” because there is a bill passing through the legislature even as we speak to remove that requirement for 3-4 unit properties, so patience might be rewarded.And just make sure the zoning allows 3-families before you make a decision based on that potential.
