What is the social utility of discouraging flipping?

Minneapolis/St Paul is home to Caterpillar, 3M, Target, the capital, universities and hospitals. 

One thing is you want to target a minimum of 20% profit margin on a new build.

Look at 25 recent closes and 25 listings (if you can't get to 50, don't get discouraged, look at closes first in the price range you are targeting). 

Target is single family under $150k and small multi family under $50k per door.
