I think it’s a little much right now to repair 12 properties.

I'm pretty sure they don't allow the 0% down loans on multi-units (up to 4) as other owner-occupied loans do.You'll still need savings for any surprise repairs as well as the closing costs.

The owner of the park has made some demands of us to do repairs before we sell. 

As a potential/ future landlord, be prepared for things like maintenance/ repairs and vacancy.

I requested that repairs be made before closing that would be a long term fix to the foundation issues.At first, the seller tried to pull a fast one on me and push through minor "band-aid" level repairs instead of legitimate long term fixes while feigning ignorance.

If everyone in the neighborhood has a chain link fence then just leave it for now.But it also depends on what other things may be needing repair... if you have other big ticket items that will need repair then I'd focus your money on those first before worrying about the fence.
