Definitely sounds like there are a couple of lease violations at play here; and if they'll bend the rules with the pet policy (ie. noted "two cats" were moving in and now there are two dogs living at the apartment), they're likely to continue to push the edge of the envelope.

It usually comes when expect, however I remember years ago the rent payments were slow coming.Sec-8 usually pays a little higher than market rents.You should really investigate before you take a tenant on, there are times when you could rent to one couple with 2 kids and later find 10 people, two dogs, a cat and a pet in the house.
