Definitely sounds like there are a couple of lease violations at play here; and if they'll bend the rules with the pet policy (ie. noted "two cats" were moving in and now there are two dogs living at the apartment), they're likely to continue to push the edge of the envelope.

(even still, we made the decision to allow pets) So, I guess I didn't think we had to allow just anyone in this space, with other guests right above them in the same house.

So far, the only red flag is the cat they’d like to bring (and I don’t really allow pets), but it’s the mothers emotional support animal.

It usually comes when expect, however I remember years ago the rent payments were slow coming.Sec-8 usually pays a little higher than market rents.You should really investigate before you take a tenant on, there are times when you could rent to one couple with 2 kids and later find 10 people, two dogs, a cat and a pet in the house.

We do allow pets, and most of our renters bring them.

In marketing, it is a major pet peeve of mine when people outsource thinking they are following the Time Ferris model and they end up looking like Ferris Bueller.
