The reason it sat was because the inside was designed very quirky and eclectic, as well as an elaborate garden in the back that will require work to maintain.

Pretty much designed to introduce people (with or with some money) to jump in and be a part of a network established by brokers or dealers in their system of trading notes/mortgages.

I acknowledge it is a funky form of equity but it is what it is.This also means, while your frustrations are not without some merit, the actual process and system is not specifically designed to create a property sale.
