sometimes if you quit claim out your title insurance will not follow you and if you have a claim they will deny.. 

As you stated, you have loan docs which stipulate there is no pre-payment penalty, as such, the note holder can not legally deny acceptance of payoff, no matter their reasonings.

If they are denying you entry to your home, if they are squatting in your part of the home etc....a case could be built and filed and then all the reports, all the recordings all the records will come into a play. 

Have you found that homeowners who were in forbearance have had their credit affected and lenders are denying loans to them?

Additionally, social programs are expensive, often abused, and can kill ambition.Instead, the solution to this problem must make investment in affordable housing more profitable.

In Washington, Oregon, California, Florida and a dozen other places, that would be considered equity skimming & elder abuse and in my opinion, rightfully so.
