You need a property that isn't easily duplicated. 

I would most likely be interested in renting out multi-family units and would have to use a property management company, since I live outside of Chicago.

I guess you are doing a net land lease where the solar company is paying 100% of the property tax.

After a certain number of calls to the same property within an annual period, the city starts charging my company per call (~$250/call).

If looking in PFE, be sure your property is unique.

What you are referring to is the fact that your property taxes are generally due in November.
